Description of Document	This document is the restructuring of the 401.0 RFM Blue Book, which was originally envisioned as consistenting of two parts. Part 1 is the existing 401.0 book with physical layer recommendations for earth stations and spacecraft (uplink and downlink). This new 401.1 book will be Part 2, which covers physical layer recommendations for intersatellite and space-to-space links. The existing recommendations related to space-to-space links in the 401.0 Blue Book will be moved into the new 401.1 Blue Book.
Applicable Patents	There are no patent issues for this technology that are known by the CCSDS community

Survey of Similar Standards Documents or Projects Undertaken in Other Bodies and elsewhere in CCSDS	This project is a restructuring of existing 401.0 recommendations into a separate book covering recommendations for intersatellite and space-to-space links. Thus there is no conflict with the 401.0 Book. There is also the 415.1 Blue Book on CDMA for data relay satellites, but it only addresses a specific protocol and will not conflict with the new 401.1 standard which is intended for general physical layer recommendations for space-to-space links.
