Description of Document	Bundle-in-Bundle Encapsulation (BIBE) specifies a service whereby a Bundle becomes the payload of another Bundle. This service provides many benefits: it can permit backward compatibility for applications that only support a previous version of the Bundle Protocol (e.g., BPv6 carried over a BPv7 transport infrastructure), it can isolate and re-mark (e.g., for QOS purposes) user traffic in a service-provider network, or BIBE can establish the "security source" and "security destination" of a BPSec security association. This document will specify the service as a convergence layer protocol for BPv7.

Patent Comments
Survey of Similar Standards Documents or Projects Undertaken in Other Bodies and elsewhere in CCSDS	There is an expired Internet Draft for BIBE developed by Scott Burleigh, related to the IETF DTN WG. CCSDS has a more urgent need to get this specified and prototyped, so the IETF DTN WG and CCSDS SIS DTN WGs have agreed that CCSDS should take the lead in moving the specification forward.
