This document specifies a standard for use in exchanging spacecraft navigation data between space agencies using XML representations of the data messages developed by the CCSDS Navigation Working Group. The rationale for this particular update is to maintain currency with the ODM and ADM document updates.

The elapsed time for this document will be contingent upon the development progress of the CCSDS Orbit Data Messages and Attitude Data Messages. It may take up to a year for document and schema development, but the FTE resources will be considerably less (probably 3 to 4 FTE months at most)

Testing of the schemas and messages will be ongoing with the document development. The final test will take about a week of elapsed time. Total FTE labor is estimated to be about 1 month.

Consistent with the NDM/XML Version 2 prototyping, only a single prototype implementation is proposed since the schemas on the SANA Registry will be the same for ALL users, and the astrodynamic content of the ODM V.3 and ADM V.2 will be tested in the prototyping of these 2 Blue Books. Thus only a single prototype for the NDM/XML is sufficientl
