Description of Document	This document describes the procedures for assigning Global Spacecraft Identifier Field codes. Historically it was marked as a Blue Book, but it is really a Magenta Book in nature (procedures for agencies and CCSDS). As part of this revision the boiler-plate will be updated. The other changes are to align it with the new CCSDS Registry Management Policy document that is in work and with the revised SANA organization, contact, and OID registries and procedures. A second task under discussion is to adopt a set of frequency band "bins" so as to increase the available set of code points. This may be done as a second phase, depending upon the level of discussion that surfaces in the concerned WGs, particularly from SLS and CSS.

Resource Comments	This is a low impact editing task with little technical content. The only thing that will impact resources is if there is difficulty in reaching consensus on the adoption of frequency bins for SCID assignment.
