Description of Document	This book provides: - Recommended practices for developing and updating the quasar catalogs that are needed to define the reference frame used for spacecraft navigation and for Delta-DOR. - The need for a specialized catalog for each Radio Frequency band is discussed. - The need for global distribution of tracking assets to provide complete sky coverage is addressed. - The process of organizing and carrying out an observation campaign is addressed. - The process of building or updating a catalog from a large data set is addressed. - The process of validating a catalog is addressed.
