Description of Document	Improved and extended functionality version of the Tracking Data Message (TDM) Standard. The existing functionality was not extensively modified in Version 2 given the long overdue publication of revisions that arose from the 5 Year Review process. The major design points of the TDM were determined around 2003 and are due for a refresh. Various parties have expressed a desire for extensions in some areas currently excluded from or insufficiently addressed in the TDM. The purpose of this project is to examine the design points of the existing TDM and determine where they need to be extended for additional efficiency, flexibility, and system scope.
