Description of Document	Issue 2 of CCSDS 121.0-B "Lossless Data Compression." Extends the range of two parameters of the compression standard, defines a simpler mode for low bit-depth data, and augments the headers to accommodate the newly introduced functionality. The underlying compression algorithm is the same.
Applicable Patents	Patent issues have been identified but appropriate ISO forms have not yet been signed. The WG requests a waiver to begin work on this project. (justify in comments). ISO forms must be secured prior to the first formal Agency review.
Patent Comments	US patent 5,448,642 applies to 'second extension coding' method (which was also part of Issue 1 of this standard). However, in 2009, NASA decided to abandon this patent.
