Description of Document	The SM&C WG has thoroughly and critically reviewed the underlying concepts of the MO Framework and the M&C services. This effort is labeled as MO 2.0. All participating agencies have provided input and points for improvement. The focus has been on simplification and increasing the potential for adoption of the SM&C standards. MAL being the core of the MO framework, the WG has concluded the review of the current MAL concepts and agreed on a set of changes as the as the first step in this context. This project is for implementing the changes to MAL that have been agreed by all representatives of the agencies participating to the SM&C WG.
