Description of Document	CCSDS 211.2-B: Proximity-1 Space Link Protocol—Coding and Synchronization Sublayer. Blue Book. This Recommendation specifies Proximity space links. This Recommendation contains the Coding and Synchronization Sublayer specification originally published as part of CCSDS 211.0-B-1, Proximity-1 Space Link Protocol. Objective of this Project is to propose the addition of Improved Coding Schemes as the LDPC code AR4JA (1024,1/2) to the Proximity‐1 Coding and Synchronization Sublayer. The rationale for the addition is to employ a code which provides a significant improvement (2‐3 dB) more than the current Proximity‐1 coding scheme (Convolutional only). The ultimate goal is to enhance the data return on the Proximity‐1 link by at least 30% to 40% over the current baseline without major impact to the existing Prox‐1 protocol and installed base. Backward compatibility will also be ensured.
Applicable Patents	There are patent issues in this work area, but appropriate ISO forms have been submitted indicating RAND licensing policy by the patent holder or licensor (explain in comments).
Patent Comments	United States Patents 7343539 (ARA type protograph codes) and 7499490 (Encoders for block-circulant LDPC codes) are applicable. These patents are also applicable to CCSDS 131.0 and the signed ISO patent declaration form for US Patents 7343539 and 7499490 has been already provide for ""CCSDS 131.0 TM channel coding blue book; i.e. the identified patent issues are covered by signed ISO patent declaration forms indicating RAND license terms.
