Description of Document	The scope of this document is to provide the definition of a Link Budget Digital Format (LBDF) that allows the sharing of TT&C (Tracking, Telemetry, and Command) and PDT (Payload Data Transmission) link budgets between CCSDS Agencies and potentially with and between external entities (e.g., aerospace industries) As the name suggests, LBDF will be a digital format, in XML language, the provides a snapshot of link budget results. In this way, CCSDS agencies can uses their own link budget calculation tools as usual and then, by means of a conversion tool, to capture their results in a single XML format, that can be shared with other parties. At this stage, the receiving party can import (still by means of a conversion tool) the results of the LBDF in its own link budget tool, for possibly reviewing and cross-checking calculations. Notice that, for keeping the indipendency and confidentiality of the link budget tools adopted by each entity, this standard will define just the XML format for capturing link budget results, not the calculation methodology. Thus, all entities interested in importing/exporting LBDF files, will need to develop their own conversion tool.

Resource Comments	ESA is suffering a shortage of manpower for supporting C&S and RFM WGs. In this respect, it would be good that CMC gets in touch with the ESA represantative to ensure that manpower will be allocated internally in ESA for supporing this project and in general C&S and RFM activities.
