Description of Document	A new Blue Book to cover coherent optical communications. This book will build upon the work previously done to develop both of the existing high data rate optical communications Orange Books. Furthermore, the existing Blue Books on optical communications only address non-coherent signaling; thus developing a new Blue Book that covers both the physical layer and the coding and synchronization layer is more appropriate than revising the existing ones. This will be focused on high performance high data rate optical systems supporting inter-satellite links and links through the atmosphere.

Resource Comments	The O3K recommendations are years behind schedule but that is due to a lack of prototypes. However, the O3K Coding and Synhronization protoypes are almost complete (>95%); the O3K Physical prototypes are about 50% complete. This Blue Book is relying on the resources of agencies not tied up in the O3K recommendations and prototypes.
