Description of Document	The purpose of this recommendation is to provide a protocol that can be used for communication between an Information Producer and an OAIS Archive to deliver Information. This recommendation will provide messaging between these actors that will arrange for and surround the submission of models for data delivery and actual Submission Information Packages (SIPs) as defined in the PAIS recommendation. This recommendation will also build on and be consistent with other DAI WG recommendations including OAIS and PAIMAS and the forthcoming DAADD.
