Description of Document	This project, currently a "Draft Project" was originally proposed in 2016, but it was never submitted for CMC Approval given other higher priority work being conducted in the Navigation Working Group. See CCSDS-required Concept Paper at https://cwe.ccsds.org/moims/docs/MOIMS-NAV/Draft%20Documents/Concept%20Papers/LDM/Launch_Data_Message-20221216.pdf Extensive coordination activities and analyses are required to prepare for and conduct successful spacecraft launch and early orbit sequences. The owners, operators and analysts of the launchers, upper stages, and deployed satellites often span a diverse international and organizational space community. Space lift providers commonly launch and deploy many satellites in a single launch. This is especially driven by nanosatellite and CubeSat programs, with upcoming launches anticipated to deploy as many as 100 multi-national spacecraft. Each entity may have different methods for coordination, launch data content, spacecraft commissioning and operation. This can yield a lack of coordination between pertinent space organizations, extensive workload in converting non-standard launch data formats, and the potential for data misinterpretation and operational errors. The Launch Data Message serves to improve all data exchange, coordination and inter-organizational aspects of both domestic and international launches, thereby reducing operations costs, increasing overall efficiency and minimizing operational risk.

Survey of Similar Standards Documents or Projects Undertaken in Other Bodies and elsewhere in CCSDS	A survey of available standards conducted by the US National Institute for Standards and Technology turned up nothing like the Concept for the Launch Data Message. The proposal is an aggregate of a number of currently available launch information sharing vehicles, but they are not in one centralized message. This message will aggregate and harmonize the various existing resources.

Note that the second prototype will be prepared by U.K. Space Agency (Josh Brayford, Head of Space Standards at UKSA) has now committed to serving as the second prototyper for the LDM. Modified 06/01/2023 while review is in progress based on rejection by CNES.
