4) Produce a Magenta Book that defines recommended procedures for using the defined normative approaches for time correlarion and time synchronization, in space and on the ground, to produce the desired outcomes for cross supported mission and multi-mission time management. This spec is to define a reference architecture for time services that is suitable for doing time correlation and time synchronization across standard space links or SSI network (DTN or IP) space network connections. It must take into account both round trip light time delays and, potentially, relativistic effects. It must be robust in the face of delays and disconnections.

There are common spacecraft / mission practices for time correlation, but there is not a defined standards for this. There is a Network Time Protocol (NTP) defined for the Internet, but it is not suitable for use in space.
