Description of Document	This Experimental Specification aims to specify channel coding and synchronization techniques for free-space optical communications systems used by space missions. This includes space-to-space, space-to-ground, and ground-to-space links where optical communications are being accomplished with an optical on-off keying modulated carrier (as defined in CCSDS 141.0-B-2(in progress).
Applicable Patents	Patent issues have been identified but appropriate ISO forms have not yet been signed. The WG requests a waiver to begin work on this project. (justify in comments). ISO forms must be secured prior to the first formal Agency review.
