Scope of Activity	The Working Group will produce a CCSDS Protocol Profile for operating CFDP over the CCSDS Encapsulation Service. This protocol profile will run above the Encapsulation Service; this document will be Magenta and no interoperability testing will be done.
Rationale for Activity	The CCSDS File Delivery Protocol (CFDP) has been defined as an interoperable method for transferring and manipulating files. To achieve interoperability at typical cross support points (e.g. earth to spacecraft or spacecraft to spacecraft), in addition to agreement on the use and configuration of CFDP, consensus must be reached on adoption of the complete set of underlying protocols which provide the bearer service(s) for CFDP. Within these underlying protocols there is scope for adopting various options which, if not down-selected, can result in a failure to interoperate. There is, therefore a need to profile the use of CFDP and its underlying CCSDS bearer protocols to minimize the amount of mission specific negotiation required to produce a cross support agreement.

Survey of Similar Work Undertaken in Other Bodies	This work will leverage the work of other CCSDS groups, including the CFDP working group and the space link services area.
Patent Licensing Applicability for Future Standards	None known.
Technical Risk Mitigation Strategy	CFDP and underlying protocols are mature, well understood and have been interoperability tested and deployed in missions. The down-selection of options may conflict with some deployed implementations but this has been anticipated and inter-agency informal agreements have been reached to use packet services as the bearer for CFDP in all cases.
Management Risk Mitigation Strategy	Unavailability of resources could delay achievement of milestones. Fallback option would be to reschedule the milestones or terminate the work.
